Early Times Report

KUPWARA, Apr 18: The medical officer, who recently refused to provide ambulance to a pregnant woman in Kupwara of this north Kashmir district has been suspended.
The lady's new-born then died while she gave birth in a moving vehicle on Saturday in north Kashmir's Kupwara district. "The contractual services of Dr Bilal Ahmad Medical Officer under NHM presently posted at Primary Health Centre Kalaroos are hereby terminated with immediate effect for denying the ambulance service to a patient leading to loss of precious time in providing medical care to the pregnant lady which tantamount the gross negligence on part of yourself towards your professional duties," read an order issued by the Deputy Commissioner Kupwara, who is also chairman district health society Kupwara.
The order reads that the doctor has failed to uphold moral, ethical and professional standards in service delivery which led to the death of a new born baby as confirmed by inquiry committee and corroborated by the CMO Kupwara.
"On the recommendations of the CMO Kupwara and enquiry committee the contractual services of Dr Bilal Ahmad have been terminated with immediate effect," read the order.
However ET has learnt that the terminated doctor has rejected the allegation of not providing the ambulance to the couple. "They told me that they had their own vehicle and they would take the pregnant lady to the hospital on their own and then I let them go," Dr Bilal said.
Pertinently on April 13, A woman delivered her baby in a cab after a hospital allegedly ignored her husband's plea for an ambulance in this frontier district.
Mohammad Shafi Kohli of Sarkoli Kalaroos had told reporters that doctors at a local hospital had referred his pregnant wife to Kupwara District Hospital but refused to provide them an ambulance.
"They asked me to take my wife there in a Sumo cab," he said, adding his wife delivered their baby on way to the healthcare facility.
Kohli had brought his wife to Kalaroos hospital as she was having a labour pain, where doctors told that you need to do some test which cannot be done here, after which they referred her to Kupwara district hospital on which I insisted them to provide us an ambulance, but they (hospital authorities) didn't provide the facility to us and said pick some Tata Sumo or any other vehicle, adding the ambulance was stationed there in the lawns of hospital. After half kilometers away she delivered her baby in a cab, said Kohli.
