Official orders trashed with impunity

Jammu, Apr 25: Confusion is prevailing within the administration of Jammu and Kashmir, with the result that such a situation has emerged where even government orders are sidelined and trashed with impunity.
The fiasco which is being witnessed due to the one-month additional salary of the polling staff seems unending. Though the government issued cleat cut directions that all the claims must be settled by April 24, nothing happened even when the set date is over.
The circular number of 22 of GAD dated 16-04-2019 reads: Vide Government Order No 1789 - GAD of 2018 dated 20 12 2018, all the Drawing and Disbursing Officers were directed to draw the one month of salary/wages/remuneration in respect of employees, borne on the establishment of the offices only after taking a certificate to be issued by the concerned authorities to the effect that they performed the election related duties/Panchayat Elections.
Despite above instructions, it has been observed that the claims of payment of one month additional salary/wages/remuneration in favour of the employees who were deployed for the conduct of Municipal/ Panchayat election-2018 have not been settled by the concerned DDOs/Officers which has been viewed seriously by the authorities. Accordingly, it is impressed upon all the concerned officers to ensure that the instructions issued in the aforesaid government order are implemented in letter and spirit and the pending claims of the employees who were deployed for the conduct of elections 2018 are settled by 24.04.2019.
However, on April 25, a day after the set date, Early Times confirmed from its reliable government sources that whether the claims have been settled and orders complied with. It came to fore that nothing vis-a-vis in compliance to the government order has been done. Sources divulged that even after the issuance of the circular, various offices are even busy discussing the procedure and ardent sure whether they would be able to make the disbursement possible anytime soon.
Such a development has reflected that there is something going terribly wrong with the functioning of the Jammu and Kashmir government with chaos calling shots and accountability gone for a toss.
Earlier, On September 25, last year, the governor's administration had announced salary incentive to its employees discharging election duties.
The government announced a month's salary as incentive to employees deputed for election duty, Chief Secretary B.V.R. Subrahmanyam said.
However as the last phase of the polls was held on October 17 with results announced on October 20, the Jammu and Kashmir's finance department is yet to issue any order related to the disbursement of one month additional salary to the government employees who discharged their duties as polling staff during these elections.
Employees told Early Times that soon after the issuance of the order on December 20 last year, they were asked to submit all the requisite details and documents at office of their respective returning officers within one day.
