Banned union figures in panel for verification of quarters' allottees

Jammu, May 18: It seems that Estate Department is least bothered to update its information, which is clear from one of its orders issued wherein a banned union was given representation in the committee constituted for physical verification of the government quarters' allottees in various locations in Srinagar.
Sources told Early Times that Director Estate Department, Tariq Hussain Ganai issued an order on Friday wherein a committee of nine members' was constituted for the physical verification of the allottees of government quarters in Srinagar. But shockingly it included a banned union, raising questions on the credibility of the department for this process.
The order (No. 250 DE of 2019 dated 17-15-2019) reads: "Sanction is hereby accorded to the constitution of committee with the following composition for physical verification of allottees in government quarters located in different colonies at Srinagar. Deputy Director Estates Kashmir as Chairman, Qazi Showkat HA as Member, Dealing Assistant concerned from Deputy Director Estates office Kashmir as Member, Mukhtar Ahmad President (LAU), Ishrat Dass (GEU), Kulbeer Singh (NGEU), Parvaiz Ahmad (NGEU), Muzaffer Ahmad (NGEU), Mohammad Afzal (NGEU) as representatives."
The surprising inclusion in the name is that of Mukhtar Ahmad, president Legislative Assembly union as representative in the Committee. Mukhtar is actually a self-proclaimed president of the union as there is no such union in the Legislative Assembly due to ban on forming union as per order issued in 1995 by the then Speaker LA Choudhary Mohammad Aslam.
"Although some employees including Mukhtar Ahmad had constituted an employees' union in LA, the same was not authorised and recognised by the GAD due to many flaws in their representation sent to the department, making it totally null and void," sources said.
They said that even the Governor had taken strong notice of some illegal unions functioning in the various departments and had directed the heads of the departments to take action against such unions leaders and this so-called Legislative Assembly Union also falls in the illegal unions.
Moreover, the incumbent Speaker, and other senior officials of the LA had also termed this union as illegal and maintained that no permission has been sought or given to constitute such union by citing that constituting any employees union is totally banned in LA.
Sources further said that not only in Legislative Assembly but the constitution of employees is also not allowed in Legislative Council of the state.
But it seems that Estates department had totally forgotten to check the facts before including a member of the so-called LA union in the committee for physical verification of government quarters in Srinagar.
