SRINAGAR, July 11: Taking serious notice of suppressing and concealing the facts about his gynaecologist wife, the Heath and Medical Education (Administrative Department) Civil Secretariat has issued a show cause notice to the Medical Superintendent of District Hospital Pulwama.
Wife of the MS is posted in the same hospital from last eight years, and when the MS was asked to furnish details of longest staying consultant gynaecologist in DH Pulwama, he provided details of a lady doctor who was posted in the hospital from last four years only and didn't even mention name of his own wife who is posted in the hospital from September 2011.
Taking notice of an Early Times report published on July 1, the Health & Medical Education Department vide its notice No: HD/GAZ / GEN /16 /2019 dated: 10.07.2019 has asked the MS, Dr Rashid Parra, to explain his position within 10 days about concealing the facts about his wife.
The order reads: "Your misrepresentation of facts/recommendations have been viewed seriously by the Administrative Department as action taken by the Administrative Department on your biased report has been criticized in media landing the department into embarrassment and awkward position."
Pertinently, one Dr Shaheena, a consultant gynaecologist in DH Pulwama was transferred to district hospital Ganderbal vide order number 603-HME of 2019 dated 25/06/2019 while as Dr Hafeeza, wife of Dr Rashid Parra, who is posted in same hospital as consultant gynaecologist was spared.
The main motive for retention of Dr Hafeeza in Pulwama is to ensure she continues her private practice in local nursing homes along with her husband Dr Rashid Parra who happens to be a consultant anaesthetist and is said to be involved in private practice which otherwise isn't allowed for CMOs, BMOs and MS.
There are reliable reports that many doctors in the Health department are posted at one single place from last even 10 to 20 years and authorities are not even able to touch them as they have created a strong lobby in Directorate of Health Services Kashmir (DHSK) by bribing the officials there.
Few weeks back an aggrieved doctor had gone public in this regard by posting a video on social media wherein he alleged that many officials in DHSK office were asking for bribe. The government didn't even initiate action after the video became viral.
There are many officials in the offices of DHSK, CMOs and BMOs across state who are also posted at one single place for last 10 years. The said lobby operating as a transfer mafia needs to be dismantled, urged some aggrieved doctors. Sources say that in DH Baramulla, DH Anantnag, DH Kulgam, SDH Chadoora and many other places there are doctors who have not been transferred from last 15 years while as doctors who are not part of any lobby are shunted within 2 to 3 years from one place to another.
