Jammu, Aug 13: Abrogation of Art 370 and 35-A is a welcome move -which has dismantled many myths and paved the way for complete integration of J&K with Indian Union, nationalist people of Jammu have some apprehensions which needed to be addressed.
The Early Times in its interaction with the people who urged the Centre to remove some misconceptions and apprehensions which have been raised after passing of J&K Reorganization Bill in the Parliament.
Several people, this correspondent spoke with echoed apprehension aired by Panthers Party leader Harsh Dev Singh and demanded issues raised by Singh should be addressed in the interest of the people of Jammu.
Pertinent to mention that Harsh Dev has pointed towards certain highly obnoxious aspects of the new arrangement by revealing that increase of Assembly seats as repeatedly claimed by BJP would not be possible until the census figures after the first census held after year 2026 have been published. With first census after the year 2026 happening only in 2031 and the publication of census figures taking another 2-3 years, the proposed increase in seats/delimitation would be impossible before 2033.
As claimed by Harsh Dev Singh, who is also a renowned lawyer, the coming elections in UT of J&K would be held only for 83 seats as per the Re-organization Act 2019 with 37 seats for Jammu and 46 for Kashmir which would only go to perpetuate the hegemony of Kashmir over Jammu.
Pertinent to mention that Harsh Dev Singh was often consulted in legislation work even by the Govt and dozens of amendments moved by him in the legislative Assembly during his 18 year term as legislator had been accepted and duly incorporated in the process of law making.
The NPP leader has further pointed towards another controversial aspect of the JK Re-organization Act wherein seats reserved for SCs in the Assembly have been reduced from 8 to 7 by virtue of sec 14 (10) (a) of J&K Re-organization Act 2019. Further its has been pointed out by Harsh Dev Singh that no reservation has been provided for ST as is being claimed by BJP leadership. The NPP leader while referring to 2nd schedule of Representation of people Act as amended by J&K Re-organization Act 2019, has revealed that it barely made a provision for reservation of 6 SC seats without providing for even a single Assembly seat for STs in the new LA of the proposed UT.
In view of some startling revelations having been made by the Panthers leader, the govt needs to act appropriately to remove public apprehensions.
