Jammu, Sept 6: A Sub-inspector of Jammu and Kashmir police has been summoned by Court to appear in person for mercilessly beating a contractor and then kept him in lockup for hours together.
In response to the complaint filed by Contraor Surinder Singh under section 166, 342, 352, 506 RPC, the Judicial Magistrate First Class Sub-Judge Jammu issued summons through SSP Jammu, to Sub Inspector Vikas Hans, In-charge police post Sainik Colony Jammu, he was directed to appear in person on 28th of September, 2019 at 8AM.
In the complaint, contractor Surinder Singh has alleged that on 22/08/2019, he had taken a construction/repairing work of one plot owned by Chaman Lal Jain, situated in Chowadhi, Sunjwan near Mangotra Bardari Mandir, Jammu at around 10:55 AM and SI Vikas Hans along with 5-6 more police personnel entered into the said plot and forcibly stopped the construction/repairing work.
"On being asked about reasons, the SI started abusing the complainant on the name of mother father, insulted him in front of all labourers calling him a land grabber and forcibly stopped the construction", the complaint reads, adding that when he asked the SI not to make derogatory remarks, the SI snatched Lathi from one police personnel and mercilessly beaten him, leaving him with serious injuries on left land and hands.
The SI then forcibly taken the complainant to Police Post Sainik Colony and took all belongings, including two cell phones, cash amount Rs. 1030, Silver Kadda, ring and some documents and then again beaten him and kept him in lockup along with other criminals.
The complainant was later shifted from one place to another and despite having clear directions from Naib-Tehsildar, didn't release him from custody. "On request to release, the SI threatened the complainant to make his a history sheeter and will ruin his construction carrier and illegally detained the complaint in the police lockup for rest of the day", the complaint reads, adding that he was released at around 11 PM, only after some of his friends secured an order from Tehsildar for release of the complainant and even the belongings have not been handed over so far.
