Jammu, Nov 12: Notwithstanding regular media coverage to the Principal Secretary Animal and Sheep Husbandry department, while holding meetings with officers, both the departments suffering adversely as several top posts in the departments are vacant, and a section of staff is with salary for more than last three months in absence of their DDOs.
According sources at present posts of joint directors and deputy directors in both directorates of Directorate of Sheep Husbandry (DSH) Kashmir and Jammu divisions are vacant. "As the post of joint directors are vacant, a section of staff is without salary for last three months", said an official, wishing not to be named. "The post of Joint director Farms in Jammu is vacant, and in the absence of drawing and disbursing officer (DDO), around 20 officials are without salary in Jammu division alone", the official said, adding that however, the post Jt. Director in Kashmir division is also vacant, but on the basis of temporary arrangement at directorate level, salary of the staff is regularly being paid.
"Rather than focusing on weakness of both department directly related with rural J&K, the top boss preferred to hold 'durbar' all the time, secretariat this started functioning at winter capital after annual move in Jammu, top officers from (DSH) Kashmir reached in secretariat to salute the boss", said an official of DSHK.
"Unfortunately these 'high-level' meetings rather than severing any purpose are taking huge toll of public exchequer", said the official.
He said that not only DSH of Jammu and the Kashmir divisions are suffering but, same is case with directorate of Animal Husbandry in both divisions. "We appeal the Lt. Governor G. C. Murmu to rescue these departments from unwanted wastage of public exchequer for 'un-productive' meetings and fill the vacant post in the department to achieve the ultimate goal both these departments", the officials said, hoping actions from the head of Union Territory of J&K.
