Ex-Industries Minister allots projects worth Rs 12 cr to relative without tenders

Early Times Report
JAMMU, Nov 15: Contrary to the tall claims of the Bharatiya Janta Party to bring transparency and putting an end to corruption in government departments, the saffron party leaders when assumed ministries in the erstwhile J&K state overstepped their predecessors as they made sole aim of accumulating more and more money, by hook or by crook.
One such issue came to fore in the Small Scale Industrial Development Corporation Limited (SICOP), wherein former Industriies Minister allegedly allotted projects works worth Rs 12 crores under different centres without tenders to one of his relatives.
Sources informed Early Times that showing thumb to codal formalities envisaged in the book of law, the officials of SICOP especially the project managers of IID Centres viz Kathua, Jammu and Udhmapur allotted projects worth several crores to a particular firm without tendering.
"Most of tenders were allotted to particular firm and relatives of Ex-Industries Minister in the years 2017 that too without inviting tender to oblige the Minister's relatives and nobody in the corporation dared to raise voice against the misdeeds which were committed under the very nose of the SICOP authorities," said sources while wishing anonymity.
Sources further said that the first instance is the Project Engineering SICOP Jammu allotted project of construction of Raw Material Depot worth Rs 7 crores in Industrial Estate Digiana to a particular firm but most of work was executed by the relative (Brother-in-law) of ex- Industries Minister while one project of drain worth Rs 1 crore at IID Centre Govindsar was allotted to brother-in-law of former ministers that too without tendering.
"One more project of drain under IID Centre Udhampur worth Rs 50 lakhs to another brother-in-law without following the codal formalities of set norms which are envisaged in the book of law," he alleged.
He again divulged that last year, the SICOP had renovated its office which is situated in Udyog Bhawan Rail Head Jammu including chamber of former minister (who is chairman of the corporation) was carried out at a cost of more than Rs 2 crore that too was carried out without any tenders.
However, the government of Jammu and Kashmir has implicitly asked the government office that tenders having cost more than Rs 10 lakhs should be carried through e-tendering but the SICOP which projected itself as cash starved corporation allotted works worth several crores without tendering.
