Govt to take serious note of irregular postings, non- compliance of transfer orders

JAMMU, Dec 14: There are high chances that the engineers who have managed plum postings for themselves for years together will face the axe of the dispensation as the administration, as per sources, is adamant to end the heydays for the blue eyed boys of the past.
As per the sources who are privy to these reports, several engineers even after being transferred by the government haven't joined their respective postings as they have managed their retention and haven't got themselves relieved with the help of their higher ups.
However, the administration has issued a strict notice to the commissioners of various departments to ensure that no engineer is retained for more than seven days after getting transferred from his post. "In October, the transfer list of AEEs was issued by the PHE department. However, most of the engineers have managed to stay where at their previous postings and didn't get themselves relieved. The government is taking very serious note of these complaints and shall act accordingly against such shabby practices," says a senior official in the secretariat.
If sources are to be believed, the R&B, Rural development, Irrigation and Flood Control department, PHE and several others have been asked to provide the stay list of the engineers discharging their duties there at present and why they have not been transferred from their postings for years. "There is a proper transfer policy in vogue in accordance to which no official shall reman posted at a particular place for more than two years. The engineers seem to have been making mockery of such rules. In DIQC, one AEE remained posted there for nine years and even was holding the charge of Research Officer, Srinagar. This is unprecedented and highly illegal," says a senior official privy to the development.
Furthermore, the government has directed the anti-graft bodies to submit its report after the thorough probe, in near future. Sources said that in a blatant violation of the transfer policy, according to which no official in the state government is entitled to remain on his place of posting for more than three years, various wings of the R&B department have been throwing rules to wind and undermining the norms. It has been learnt from credible sources that scores of Junior as well as senior engineers have been accorded lucrative postings in various sub-divisions and divisions of the department and they have not been transferred as the per the rules and regulations formulated by the state government in the past. "There are some engineers who have not been transferred from the last more than seven years. Though the previous government was aware about this trend but the inaction made corruption and nepotism t0 rule the roost," one of the senior officials divulged.
Meanwhile, cracking whip against the officials, who in the past managed to remain posted at a particular place, the government has ordered a high level probe- involving both SVC and SVO to tighten noose around the blue-eyed boys.
During the first phase of the process, the government has compiled a detailed list of the engineers who have not been transferred during the stipulated period. It has further asked the anti-graft bodies to probe the reasons behind the apathy and intimate the government about the ground report sans any delay.
One of the officials who are involved to probe the irregularities told Early Times on the condition of anonymity that the government earlier had received scores of complaints against the stagnant position of various engineers in their respective places.
