Child begging at traffic signals in Jammu goes unchecked, authorities unmoved

JAMMU, Jan 18: Despite government of India as well as the government of Jammu and Kashmir claim to have taken various measures with regard to curbing the child labour as well forceful begging of minor children— the children can be seen begging at traffic signals in Jammu.
The menace goes unchecked since the authorities responsible to check begging by minors are unmoved to act against it.
As per the details available with Early Times, the children of various ages were seen begging at Traffic signals across the Jammu city, particularly at a traffic signals outside the Wave Mall multiple shopping complex beside at various areas in and around Jewel, Bikram Chowk, Narwal, Channi, Janipur who are the main hub in Jammu city where the children could be often seen begging not only putting their lives at risk but also put the public safety at risk as many a time drivers of the vehicle faces difficulty as these children and other baggers were seen moving across the road.
It is not only traffic signals, the religious places like Mosques, temples, Gurudwara,s and shrines are the also the hubs for begging including children,s could be seen begging outside these religious places.
The government in order to take care minor children’s, cases pertaining to them including those of sexual exploitation of children, child labor, orphans, militancy effected children’s had exclusive established ICPS (Integrated Child Protection Scheme) for the welfare of these children where government is spending Crores of rupees on the functioning of these ICPS units at District level across the Jammu and Kashmir head by senior retired officials from Police Department while at the same time the concern Judges at the District level from time to time take the review of the functioning of the new established department which also deals with juveniles crimes and the rehabilitation of these juveniles.
One of the official on the condition of the anonymity told the “Early Times” that the government has though established the ICPS units across the J&K, but it still required lot of infrastructure including establishment of child welfare centers, jails for juveniles beside their is also need for engagement of more staff as the department is facing shortage of manpower to implement the law on ground.
The official inform that in case the take the children begging at traffic signals or from any other places, they have to take the rehabilitation of all such children’s at welfare centres that are yet to be established added that they are this time only preparing the cases pertaining to orphans, children’s of accident victims or child labour.
He said that the begging by children is a major challenge for the department and assured that they will soon start working on these cases as well once the government established welfare centres for these children. He said that concern District Administrations across J&K are part of this scheme and Deputy Commissioners are the overall supervisory officer under the Act added that it should be the responsibility of the administration and police as well to check the menace of child begging till the department get full empowered. He said that police officers of various ranks are also designated officials under ICPS and had the equal responsibility to deal with all this.
It is pertinent to mention that Early Times few days ago also highlighted the unchecked child labour at hotels and restaurants, particularly at Dhabas all the way on Jammu-Srinagar, Jammu-Kishtwar, Jammu-Pathankot, Jammu-Rajouri-Poonch highways beside on major UT roads in J&K which needs to be looked into by the officials at the helm of the affairs.
