Director Health Services Kashmir gives damn to Govt order cancelling attachments
Attaches 10 doctors with Directorate, leaves patients fuming

SRINAGAR, Jan 21: Previous Peoples Democratic Party (PDP) and Bharatiya Janta Party (BJP) government in the erstwhile state of Jammu & Kashmir had ordered for cancellation of all attachments in government departments, but the order is yet to reach echelons of power in the health department in Kashmir.
Sources told Early Times that as many as 10 medical officers posted in the Department of Health have been attached with the Directorate of Health Services Kashmir. These doctors were discharging their duties in the different districts of the valley. Their attachment has affected patient care in the health institutions where they were working.
“The out-patient department (OPD) section of the health institutions where these medical officers were posted has been hit badly. The doctors who are attending to the OPD have raised a banner of revolt against their officers saying that they should not be forced to see patients since their counterparts are enjoying cozy comforts at Directorate of Health Services Kashmir,” said sources.
Sources said that medical officers like Dr. Nasir Shamas, Dr. Junaid, Dr. Rudhiyana, Dr. Manzoor Ahmad, Dr. Nahid Anjum, Dr. Shafqat, Dr. Imtiyaz Mansoor, Dr. Arshid Raafi and Dr. Nighat Nazir have been attached with the Directorate of Health Services Kashmir. These doctors are drawing their salary from the health blocks where they are originally posted. “As soon as Dr. Sameer Mattoo took charge as Director Health Services Kashmir these doctors were attached with the Directorate. These doctors are issuing diktats to the senior officers and threaten the concerned Block Medical Officers of dire consequences in case their salaries are stopped or not paid on time,” said sources. Sources said that Dr. Sameer has turned into a ‘rubber stamp’ Director since his ‘blue-eyed’ boy Dr. Bashir Ahmad Chalkoo is calling the shots at the Directorate. Dr. Chalkoo puts the signature of Director himself since he has got the digital signature. This is despite the fact that he is very junior in hierarchy in the health department.
“Dr. Chalkoo has been posted as Deputy Director (Headquarters) at Directorate of Health Services Kashmir. Dr. Abdul Rashid, Deputy Director (Schemes) should have been given this all important responsibility since he is very senior in the hierarchy. It was Dr. Chalkoo who motivated the Director to attach the medical officers with Directorate and then re-designate their posts as nodal officers,” said sources.
Sources said that the doctors were rendering services in health institutions located in Bandipora, Baramulla, Ganderbal, Pulwama, Shopian and Kulgam districts of Kashmir valley. Some of them were posted in the peripheries of Srinagar district like Hajin and Kangan with the others being posted in the other districts of the valley.
Sources said that Dr. Nahid Anjum and Dr. Nighat Nazir are dental surgeons and their attachment with the Directorate has led to numerous problems for people visiting the respective health institutions having dental problems. They said that same is the case with other doctors since they would see the patients in OPD and render other services at the health institutions where they were posted.
