High Court listens to plea of aspirants, postpones examination for district judges

SRINAGAR, Jan 24: The High Court of Jammu and Kashmir has postponed the examination for the District Judges (Direct Quota) that was scheduled to be held on February 1 and 2, 2020. The new dates for the examination have not been announced so far.
Registrar General, High Court of Jammu and Kashmir issued a notification about the postponement of the examination for district judges. In the notification it has been written that the fresh dates of the examination shall be notified in due course of time.
“In continuation to High Court Notification No. 1160/GS dated 05-11-2018 read with Notification No. 447 dated 16.07.2019, Notification No. 700 dated 06.09.2019 and Notification No. 969 dated 16.12.2019, it is notified for the information of all the concerned that the written Competitive Examination of the eligible candidates, who have applied for the post of District Judges in pursuance to High Court Notification No. 1160/GS dated 05.11.2018, scheduled to be held on 1st and 2nd of February 2020, is postponed. Fresh dates of the examination shall be notified in due course,” reads the notification issued by Permod Kumar, Deputy Registrar Administration, Jammu and Kashmir High Court.
On November 5, 2018 the Office of Registrar General of High Court invited applications from eligible advocates for the posts in the cadre of District Judges in the grade of Rs. 51,550-1,230-58,930-1,380-63,070 by direct recruitment. Seven posts were advertised by virtue of this advertisement notification and the last date for submission of applications was November 30, 2018.
The written examination was scheduled for September 14 and September 15 last year, but the same could not be held since the situation was not conducive with Kashmir valley witnessing shutdown, restrictions and communication blockade. The High Court had on December 16, 2019 issued notification number 969 according to which the examination has been scheduled for February 1 and 2, 2020.
It would be in place to mention here that Early Times had published a story on January 11, 2020 about the apprehensions and dilemma of the advocates who were to appear in the examination. These advocates had sought deferment of examination saying that these should be held in April-May this year.
The aspirants said that by virtue of Jammu & Kashmir Reorganization Act more than 70 percent of syllabus for the examination no more existed since the important Acts and laws have been repealed. The aspirants had also said that the syllabus and other criteria for the examination have remained unchanged since it was advertised first time in 2018.
The aspirants had said that they are in dilemma and they didn’t know whether to study the Central Laws and Acts or the Laws and Acts that have become redundant and have been repealed due to the abrogation of Article 370 and losing of statehood of Jammu & Kashmir.
The Constitution of Jammu & Kashmir was part of the syllabus for this examination. The laws that had become redundant due to the abrogation of Articles 370 and 35A along with the conversion of Jammu & Kashmir into union territory from state are also part of the syllabus.
