GOI bins Autonomy resolution from JK assembly’s official portal
Website renewed with fresh content, directly operated by National E Vidhan

Jammu, Feb 3: The government after downgrading the Jammu and Kashmir to a union territory has re-launched the official website of Jammu and Kashmir Legislative Assembly with old content trashed and new being uploaded.
Such a measure of the government carries significance as the earlier official portal www.jklegislativeassembly.nic.in had the autonomy resolution available on the main page. In 2000, the National Conference government led by Farooq Abdullah passed an autonomy resolution in the state assembly renewing efforts to get Kashmir the pre-1953 status. The resolution was, however, not accepted by the then NDA government led by prime minister AtalBihari Vajpayee. The entire text of that resolution was made available on the official portal of the assembly by NC led government in the year 2013 when NC leader Mubarak Gul was the speaker of Jammu and Kashmir assembly.
The portal also had starred and unstarred questions of the legislators and the replies the government’s various ministries had given to the queries put forth by the past legislators. The portal also used to have the constitution of Jammu and Kashmir available in PDF format. The Bio data of the past members also was available on the main home page of the website.
All such vital information is going to become a thing of a past now as the government has refreshed the website with all new content. With the State Emblem of India replacing the state logo, the website is directly now hosted by National E Vidhan Application (NEVA). The official portal of Jammu and Kashmir’s legislative assembly has now been renamed as https://jkla.neva.gov.in. The website has the picture of Jammu and Kashmir’s Lt Governor on its home page and has sections titled Business, Questions, Legislation, Committee, Members, Digital Library and Contacts. However, all such sections are currently black and carry absolutely no information. The website also has Constitution of India available for download in a PDF format.
On the other hand, with the end of bicameral system of legislation in Jammu and Kashmir, the official website of Jammu and Kashmir Legislative Council too has been shut with no data available on the council’s website.
Pertinent to mention that government had taken a major initiative about 16 years back to implement e-governance in all the government departments, Public Sector Undertakings (PSU)s and other organisation under the centrally sponsored scheme. Most of the support is provided by National Informatics Centre (NIC), which is a premier institution of the Government of India, established in 1976. Respective departments have to maintain the infrastructure which includes the software content.
Pertinently, in era of Information Technology, the much-hyped e-governance in Jammu and Kashmir is proving to be a big failure. While the issue of data collection for proactive disclosure of information under the Right to Information Act-2009 is still a distant dream, the estates department website is completely defunct or carry wrong and outdated information.
Furthermore, there has been very little compliance with Section 4 of the legislation which makes it obligatory for a public authority [department falling under RTI Act] to “maintain all its records and indexed in a manner and form which facilitates the right to information.” It also calls for ensuring that “all records that are appropriate to be computerized are, within a reasonable time and subject to availability of resources, computerized and connected through a network all over the state on different systems so that access to such records is facilitated.”
