MPOKRWS urges to include remaining 5300 DPs under Pm’s package

JAMMU, Feb 13: The Muzaffarabad (POK) Refugees Welfare Society, Punjab has appealed the government to rectify the wrong decisions earlier taken by J&K and Centre government so that all the 5300 DP's residing outside J&K (already registered) should be included immediately for compensation under PM package.
According to press release, Harbans Singh Mahalwee said that Union Minister of State for Home has said in a written reply to a question in Lok Sabha regarding the inclusion of 5300 DP's of POJK 1947 in the financial package of 2000 crore announced by the Prime Minister of India on 7/11/2015.
The DP's residing in other States of India ( about 4900) out of 5300 are shocked to hear this statement of the Minister confirming the stand of J&K UT on the issue of inclusion of all the DP's , they said, adding, the Minister has claimed that both the central government and the government of Jammu and Kashmir have been providing several relief and rehabilitation packages from time to time which is neither true in case of DP's residing in J&K nor in case of 5300 DP's residing in other states of India . " Relief and rehabilitation packages " given by the Government to the DP's of J&K , as explained by the Minister, also revolves around an ex gratia amount of Rs. 3500/- because the cost of land /plot / quarter along with interest prevailing at that time was deducted out of this ex gratia amount. 5300 DP's were not accommodated in Jammu and Kashmir who have also lost all their properties , family members, and above all lost their identity , language and culture.
They were also paid an ex-gratia of Rs 3,500 only per family at the time of their registration in 1960-62. Undoubtedly the land /or small quarters were allotted but all these were not in addition of ex gratia amount of Rs. 3500/- per family. No other compensation in cash or kind was provided to these 5300 DP's by any state government or Centre Government, the press release reads.
Moreover, the demand of all the DP's was never for the meagre amount of Rs. 5.5 Lac, instead they wanted one time settlement against their properties left behind in POJK which was considered by the J&K State in 2014 forwarding a package 0f Rs.9096 Crore to the Centre government for necessary funds to pay a sum of Rs. 25 lakh per DP family.
After recommendations of JPC, this amount was enhanced to Rs. 30 lakh per family in Rajya Sabha Report No. 183. In this Report, classification of State wise 5300 DP's was given but were excluded in PMDP without any justification .
The statement of the Minister that 5,300 more families initially registered with Jammu and Kashmir but subsequently moved to other parts of the country is not true.
These DP's did not move out of J&K State on their own will but were sent by the government itself in remote Refugee Camps like YOL Camp in Kangra These Camps were not suitable at all for the DP families having small kids, old parents and young daughters. No written or verbal consent was obtained from these 5300 DP's.
They were kept there for 1 to 2 years and then scattered all over the country without their willingness. Jungles of Madhya Pradesh, deserts of Rajsthan, remote villages of Punjab and other such places were not the choice of these DP's but were sent through government vehicles or trains wherever the government got assistance from the concerned States of India.
"We therefore , demand that sincere efforts should be made by the Home Ministry of India and authorities of new J&K UT to immediately get corrected the wrong decisions taken earlier and include all the 5300 DP's already registered and having received ex gratia amount of Rs. 3500", it concluded.
