Four months on, minutes of KU's syndicate meeting yet to be finalized
Commissioner Secretary Higher Education plays ‘truant’

SRINAGAR, Feb 17: More than four months have passed ever since the syndicate meeting of University of Kashmir was held, but till date the minutes of meeting have not been compiled and the same are yet to be made public.
Sources told Early Times that due to the delay in compilation of minutes of meeting the important decisions that were on agenda have not been taken to the logical conclusion. They said the decisions taken in syndicate meeting are forwarded and they are implemented in letter and spirit later on.
“The syndicate meeting that took place on October 10, 2019 was chaired by Vice-Chancellor University of Kashmir, Professor Talat Ahmad and some other faculty members of the university along with a bureaucrat took part in the meeting. Despite the significance and importance of the meeting the minutes have not been finalized so far,” said sources.
Sources said that besides the Vice-Chancellor the meeting was attended by four deans of University of Kashmir, two senior professors of dean rank of Jammu University, Commissioner Secretary, Higher Education, Jammu & Kashmir, Financial Secretary, Director Codes, Registrar, University of Kashmir (Member Secretary) and two college principals of Kashmir valley.
“Twenty (20) to Twenty Five (25) items were on agenda of the syndicate meeting and all of them were important. The decisions taken in the syndicate meeting go to the University Council and then they are implemented on the ground. In the past the minutes of syndicate meeting would be finalized within 15 days, but this time around that did not happen,” said sources.
Sources said that decisions taken in the syndicate meeting are vetted by the Vice-Chancellor following which action is taken on the same. They said the people especially the stakeholders at the University are unaware about the agenda items and not to talk of the decisions taken in this regard during the syndicate meeting.
“The Commissioner Secretary Higher Education dominated the proceedings during the syndicate meeting and he refused to sign on the note prepared in connection with minutes of meeting. This has created mess at the university campus and despite lapse of four months there seems to be no solution to the same,” said sources.
Sources said since some of the important decisions with regards to development of university are usually taken in the syndicate meeting the delay in compilation of minutes of meeting has led to a situation where-in the university is going back instead of moving forward.
“It is important that Lieutenant Governor Girish Chandra Murmu intervenes in the matter and ensures that Commissioner Secretary, Higher Education signs on the note prepared in connection with minutes of the syndicate meeting. This has to be done at the earliest so that University of Kashmir does not go back on its development path,” said sources.
