Influential JE in PHE Dept at Ramban shows thumb to transfer order
Despite circular issued by CE, officer continues to stay since 2007

Jammu, Feb 18: Giving damn to his transfer order, an influential Junior Engineer (JE) in Public Health Engineering (PHE) department now Jal Jeevan at Ramban managed to stay the same by using his contacts. Astonishingly, the Junior Engineer working at Ramban since 2007 in sheer violation of transfer policy.
Documents available with Early Times reveal that the Office of Chief Engineer PHE Department Jammu had issued a transfer order No: CE/PHEJ/GE/12469-93 dated 06-12-2019, in which 20 Junior Engineers were transferred and they were ordered to report to concerned Executive Engineer of new place of postings mentioned in transfer order for further duties.
“Out of 20 JEs, who were transferred only 19 JEs were relieved by the concerned Executives while as one JE namely Tanveer Ahmad Wani Hydraulic Division Ramban was not relieved and he continues to stay at same place,” sources said.
They further said that the alleged JE has been working at Hydraulic Division Ramban for the last 13 years. He was transferred earlier also, but he managed to stay at his place by using his influence in the higher ups.
Interestingly, as per order three Junior Engineers were transferred from Ramban but of which two were relieved by the concerned Executive Engineer but he didn’t relieve Tanveer. Taking note of the non compliance of the order, CE PHE Jammu issued a circular No. PHEJ/GE/14213 dated 14-01-2020 in this connection, wherein office also mentioned two other orders including Order No. 423-PW (Hyd) of 2019 dated 24-10-2019 and Order No. 424-PW (Hyd) of 2019 dated 24-01-2019 and directed their immediate compliance.
The circular reads that transfer and posting orders in respect of Junior Engineers (Civil) were issued vide orders under reference with the instructions to relieve and comply the order immediately, the transferee’s were mandated to get relieved and join their new place of positing latest by the end of preceding month.
Compliance to the order is hereby asked for from DDO in the shape of a statement depicting name wise official relieved joined in their respective Division with reason recorded for non compliance to take a disciplinary call if warranted within two days positively. Failure to comply with the instructions shall be reported to administrative department and Non compliance of the instructions shall attract to withhold the salaries of the DDO concerned.
