China casts evil eye on the Union Territory of Ladakh

The meddling in the internal affairs of India by our neighbour, the Peoples Republic of China, it seems will never cease. This is primarily because she has so far managed to get away with it. After having illegally occupied Vast chunk of Indian territory in Gilgit -Baltistan with the connivance of aggressor Pakistan .She now has felt emboldened to poke her flat nose in the matter in the internal affairs of India - declaration of Ladakh as a Union territory. Chinese foreign ministry spokesperson Hua Chunying is reported to have said" China has always opposed India's inclusion of the Chinese territory in the western sector of the China-India boundary into its administrative jurisdiction" And pointed out that "recently India has continued to undermine China's territorial sovereignty by unilaterally changing its domestic law," such practice Hua said was "unacceptable and will further complicate the boundary question". "We urge India to exercise prudence in words and deeds concerning the boundary question, strictly abide by relevant agreements concluded between the two sides and avoid taking any move that may further complicate the boundary question."
On the issue of Sino-India boundary, China takes shelter under agreements with the British government with repeated reference to somewhat vaguely and irrationally drawn Macmohan line. Its 'rationalization was the avowed objective of plonged and halting negotiations between the two countries.
The Chinese position on Ladakh cries against the facts and history. Ladakh, it may be pointed out was conquered by Dogra Army led by legendry General Zorawar Singh around 1840, long before even the British came into picture. China, in any case was no where in reckoning. And after the Treaty of Amritsar, the state of Jammu & Kashmir came to the share of " Gulab Singh and heirs male of his body in independent possession". As far as the Foreign affairs were concerned, the Amritsar Treaty laid only the condition that the Maharajah shall not have friendly relations with any country inimical to the British Empire. Otherwise, we were free manage our foreign affairs through our own foreign office. The equation between the Dogra Durbar and the British government are best illustrated by the Treaty between the two countries pertaining to Sixty years Lease Deed of Gilgit. It was a Treaty between two independent countries. Itcontained clauses that asserted the independent character of the Dogra Durbar. For instance it was obligatory to fly State Flags on all Forts in the Lease area at all times. Holidays were to be observed in the Lease Area on Basant Panchmi, Dusehra and the Birth Day of the Maharajah. The Leasing power was pointedly barred from exploiting Mines (Natural resources) of the Leased area in any manner. In fact, the British prematurely terminated the Treaty which leased the area for sixty years before their departure from India and formally handed over the charge of the territory to the Governor appointed by the Maharajah.
That Ladakh/ Gilgit Baltistan territories became an integral part of India after Maharajah Hari Singh signed the Instrument of accession is recognized by Peoples Republic of China in the Sino-Pak treaty under which some occupied territory of Ladakh was handed over to China by the aggressor Pakistan. There is a specific and unambiguous clause in the treaty which recognizes the "disputed" nature of the territory concerned between India and Pakistan. Both countries undertook to abide by the "final outcome" of the dispute and" review the treaty accordingly". The obvious implication is that the relevant territory belonged to India and was illegally occupied by Pakistan , hence a matter of dispute whose outcome the Chinese government undertook to comply with.
Chinese designs on the parts of Indian territory and smaller countries with which She had common borders are not of recent origin. However, Mao tellingly illustrated it by his infamous illustration of " five fingers of his palm representing:
Ladakh, Sikkim, Nepal, Bhuttan NEFA (Erstwhile).
Remember, Chinese Army has been playing tricks on the Sino-Indian LOAC for quite some time with the result that we had to significantly strengthen our defences in the area. To every mischief our Army responded pro-actively. The drama goes on.
In view of the latest development in Ladakh we must anticipate heightened political out reach and spurt in smuggling which has been quietly going on in Ladakh at somewhat moderate scale. Smuggling is the classical route for creation and operating intelligence sources and promote discontent and disturbances in the target area.
China has so far chosen to play ball as the "All weather friend" of Pakistan on the mounting Pakistan tension with India on the "Kashmir issue" and the problems flowing there from, Gen.VP Malik COAS during Kargil (1999) conflict records in his book "Kargil-From Surprise to Victory" show of force by Chinese in the divided village of Demchok and adedd that the Chinse made "Demonstrative support" to Pakistan at the height conflict. China has also gone on to exploit with the connivance of a weak and helpless Pakistan unlimited natural resources of an integral part of India. Its commercial and strategic lifeline-Korakuram Highway runs through Gilgit-Baltistanon to Gowder, the warm water Port that has opened up the world of advantages that China has been quick to exploit. Gowder has provided Chine access right to African continent wher n she has already made considerable investment and acquired political clout. Significantly, Minister Bilour of Pakistan declared in 1990 that "Pakistan and China also agreed to establish a consortium for various projects, including the laying of a railway track up to Iran and Afghanistan. It will be height of naivety indeed insanity to expect that China will hand over her critical strategic and commercial jugular vein either to India or Pakistan as and when the their problems on Kashmir are resolved or India is able to retake her occupied territories through other means. The trillion dollar question is, what are we doing or going to do about it? This is a grave challenge that our Security Community and the Government of India cannot afford to ignore. Any attempt to evade the reality or shy away under some technical pretext could bring about a disaster of incalculable dimension on this country. Incidentally a Chinese "strategist" has posted in 1990 a game plan on a website to break India into "20-30 pieces" of ethnic concentrations. Remember, no publication of this nature can be undertaken without the approval of the Chinese authorities.
