Untimely transfer of 3 Secretaries in 1 year leaves teachers high & dry
Regularization issue remains unsettled due to meeting not being held

Jammu, Mar 25: The untimely transfer of three Secretaries of School Education Department within one year has sent the teaching community into tizzy as the meeting regarding their regularization in various cadres has not been held till date.
Sources told Early Times that the long pending demand of regularization of teaching community could not be resolved due to meeting not being held to finalize the modalities.
They informed that during the tenure of Ajeet Kumar Sahu as Secretary School Education, a meeting was scheduled to be held on 12-03-2019 but he was transferred on 09-03-2019 due to which the meeting could not be held. “After transfer of Ajeet Kumar Sahu, Sarita Chouhan took the charge and the issue of regularization was again taken with the new officer by teachers’ unions and a meeting was held on 15/7/2019 under the chairmanship of Secretary School Education,” they added. They further said that in the meantime order No. 114 and 115 of GAD dated 23-3-2019 was stayed in High Court Jammu and therefore no meeting could take place. The said orders were withdrawn after four meetings with the PSC and lecturers on 25/9/2019 and after lot of efforts orders were implemented on 18/10/2019 before Darbar move and on 31/10/2019. “Although Central Government had fixed a deadline to implement all the state orders thereby Secretary again fixed a meeting on 30/12/2019 for 12 subject lecturers and CEOs /joint directors but she was transferred on 2/1/2020 and the issue was again pushed on the back burner,” they said.
After untimely transfer of Sarita Chouhan, Hirdesh Kumar Singh took over the charge of Commissioner/ Secretary and a meeting was scheduled to be held on 5/3/2020 in this connection. It was rescheduled for 17/3/2020 but astonishingly he too was transferred on 16/3/2020, they said.
They alleged that sudden transfer of three Secretaries of School Education within span of one year has derailed the resolution of their long pending demands. “It is very unfortunate that despite completion of all data prepared by the HRM cell and completion of all formalities in case of lecturers, the issue is still unresolved due to regularization meeting not being held,” they alleged.
