EARLY TIMES REPORT

JAMMU, May 31: Amid countrywide lockdown and contrary to repeated advisories being issued by J&K Government to keep all educational institutions, training institutes closed to contain spread of coronavirus, the Principal Government Degree College (GDC) RS Pura, on the contrary, has slapped a duty roaster on teaching faculty.
As per the order issued by the Principal GDC RS Pura, No RSPC/41, dated 30/05/2020 50 teachers have been asked to attend office on alternate days including 10 daily wagers who were also asked to attend office on daily bases. “All the teaching and non-teaching staff are directed to remain present during the lock-down for the smooth functioning of the College vide Government order no 584-JK (GAD) of 2020 dated 20/05/2020 issued by the Additional Secretary to Government, GAD, Civil Secretariat Jammu”, the order issued by Principal misinterpreting GAD order read.
However, the GAD 584-JK(GAD) 2020 dated 20/05/2020 has no mention of opening of any educational institution in its three clauses. “All the officers of the level of Under Secretary and above shall attend office on all working days. For regulating the attendance of Officers and Staff below the level of Under Secretary, all Heads of Departments/ Offices shall prepare a roster so as to ensure that 50 percent of officers and staff attend office on every alternate day. The staff who are not required to attend office on a particular day, shall work from home and should be available on telephone and electronic means of communication at all times. Bio-metric attendance shall continue to be suspended until further orders”, the GAD order 584-JK(GAD) 2020 mentioned by Principal GDC R S Pura in her order has mentioned education institution in it
“The College administration can ask any staff member to attend office and a specific work but cannot force to sit for a long time”, said Rakesh Jasrotia, President College Teachers Association (CTA).
“When top IAS officers, even family of the Advisor to LG are getting infected of coronavirus despite following the guidelines issued by Ministry of Health and Family Welfare Government of India, gathering of around 40 people without any reasons and against the government order makes no sense”, said a College teacher, wishing not to be named. “There is standing order of summer vacation for the college teachers. From June 1 to July 15 as per the order of summer vacation and no separate order is required for the same, but the only staff of GDC R S Pura is being asked to attend the office”, he added.
Principal GDC R S Pura, Dr Sunita Soodan when contacted said that she needs staff to run the college. “Yes I directed the staff to attend the office as per GAD. Tomorrow I will be taking a meeting of all the staff to workout exam related preparation”, she said, adding that works suffer a lot in the absence of staff and I have to answer the higher ups regarding day to day works of the College.
