GAD’s unrealistic direction to attend duties regularly
With public transport not plying, office-goers face hardships

JAMMU, June 6: Amid the latest order of opening of government offices and directions to employees to attend offices regularly, the employees who are without personal vehicles have been facing hardships to reach their offices, in view of no public transport plying on roads.
The General Administration Department (GAD) vide order number 621-JK(GAD) of 2020 dated 5/6/2020 had issued an order regarding opening of offices in the Union Territory of Jammu and Kashmir. The first column in the order reads, “All the officers and staff, at all levels, shall attend office on a regular basis on all working days with effect from 6/6/2020”.
The order has created flutters among the employees, who relied on public transport services to reach their offices. “A large number of employees have no personal vehicles and relied on public transport facilities but the public transport is off the roads and in such a situation, it is very difficult for employees to reach their offices”, a government employee said.
The employees further said that those who have the personal vehicles and were posted few kilometres from their residence would be able to reach their offices but those with no personal vehicles and posted at long distance from their houses, would not be able to reach.
“The women employees would be worst sufferers of the order as majority of them rely on public transport but same is still off the roads. The government should firstly start the public transport and then ask the government employees to attend the offices”, another employee said.
The employees further said that due to lockdown a large number of employees had gone to their home districts and villages. “They have been staying at their villages or towns and those, who are without any personal vehicles have not been able to reach their offices”, another employee said, adding that after the GAD order, the department heads would be forced the mark absent of the employee, who would not be able to attend the offices.
Due to absence of public transport, hundreds of people could be seen walking along roads in each and every lane and by-lane of the Union Territory. “Poor people have to go for work and for various other domestic chores and maximum of them have no personal vehicles. It is these people, who have been walking along roads and asking for lift but in view of fear of infection, most of riders or vehicle owners have not been offering lift to anyone. It is causing walking woes for poor and government should look after it first”, a politician said, adding that government should take call on public transport in view of public grievances.
Secretary to Government, GAD Farooq Ahmad Lone as well as Additional Secretary GAD Rohit Sharma didn’t pick up their phones for comments.
