SRINAGAR, July 14: The people at helm have made it a habit of notifying eligible requirements for a sensitive position and then flouting the same according to its own convenience in order to accommodate a ‘blue-eyed’ candidate.
In May this year the School Education Department issued an advertisement notice for filling the position of Chairman, Jammu & Kashmir State Board of School Education. The advertisement notice was necessitated since the Chairperson of the Board Prof. Veena Pandita was retiring on June 30, 2020.
In the advertisement notice the Board had made it clear that the candidates applying for the post should not be more than 57 years of age as on 31-03-2020. It was also written in the advertisement notice that the officer to be posted as Chairman of Board should be an officer of All India Service/Kashmir Administrative Service/State Government/State Autonomous/Statutory Organization. The advertisement notice read that the pay scale of the post is Rs. 37,400-67,000 grade pay of Rs. 10,000 (pre-revised) adding that the candidate should have the experience of at least three years in the education administration. Through the advertisement notice it was desired that the candidate should have an experience of five years in education administration. The last date for submission of applications was set as June 15, 2020.
Many eligible candidates applied for the post hoping that they would be given a chance to head the examination body of the school education in Jammu & Kashmir. However, these candidates received a shock when they came to know that service of incumbent Chairperson of the Board has been extended for two more years beyond her date of retirement i.e., June 30, 2020.
“S.O.213:- In exercise of the powers conferred by the sub-section (1) of section 12 of the Jammu and Kashmir State Board of School Education Act, 1975 (Act No. XXVIII of 1975) the Government hereby extends the term of Prof. Veena Pandita, Ex-Chairperson, Jammu and Kashmir State Board of School Education for a further period of two (02) years beyond her extended term that is 30.06.2020,” reads the notification issued on July 10, 2020 by Principal Secretary, School Education Department.
The order of the extension of service Prof. Pandita came as a bolt from the blue for the aspirants and the same jeopardized their chances of elevation to the position of Chairperson, Jammu and Kashmir State Board of School Education. The same dented the chances of aspirants who could have made it to the top position at Board of School Education.
The applicants having impressive academic and administrative credentials had hoped that the selection process would be fair one but that was not to be and they were sidelined. These people have voiced their demand for an impartial inquiry in the saying that same would rekindle their hopes on a transparent and justice system. Interestingly the announcement of re-appointment of Prof. Pandita was made by Directorate of Information and Public Relations (DIPR) on its official Twitter handle on July 6.
It would be in place to mention here that National Secular Forum (NSF), a Jammu based student organization has been quite vocal against the decision. The organization has said the state administration has made a mockery of its own recruitment process. The organization has questioned the process of forming search committees for making such appointments when the appointment is already made ‘clandestinely’.
The General Administration Department (GAD) constituted a search committee vide Government Order No. 458-JK (GAD) of 2020 for suggesting a panel for appointment of Chairman JKBOSE within fifteen days. The committee was headed by Financial Commissioner and included Principal Secretary, School Education Department, Secretary Higher Education Department, Vice-Chancellors (VC’s) of Central University of Jammu and the University of Kashmir as members.
In 2018, Pandita was appointed as Chairperson of JKBOSE for a period of two years. Her term expired on April 4, but it was further extended for two more months in the wake of the COVID-19 crisis in the union territory of Jammu & Kashmir. Now she has been given two more years and the re-employment bug continues to eat the system in Jammu & Kashmir.
