SWM projects for Rajouri, Udhampur face obstacles due to absence of land

JAMMU, Aug 6: The much needed Solid Waste Management (SWM) projects for districts Udhampur and Rajouri have allegedly failed to take off even after so many years since the projects were sanctioned due to absence of required pieces of land for setting these projects. Moreover the Rs 2 crore released as advance for these projects remained stuck for years together as no progress could be made to start these projects.
Sources told Early Times that Solid Waste Management projects for Udhampur and Rajouri were sanctioned years ago for collection, transportation and disposal of solid waste in these towns. Consequently the Housing and Urban Development Department had directed the Urban Environment Engineering Department (UEED) to prepare Detailed Projects Reports (DPRs), which were later submitted to the Government for approval.
“Although the projects were approved and accordingly the Rs 2 crore was released by UEED to the concerned division for quite some time. Moreover, the projects could not be taken up as the required land was not provided by the respective District Administrations. Meanwhile, executing agency paid Rs 3 lakh for preparation of DPRs and Pollution Control Board was also paid fee out of Rs 2 crore,” they added.
As the projects could not be commenced due to non-availability of land in one case, UEED was asked to transfer the remaining funds to Directorate ULB Jammu and which remained unutilized as the required land could not be identified for the proposed projects, they added.
They further maintained that the department should have ensured identification of land for both the projects before release of funds to the executing agency and incurring expenditure for preparation of DPRs, which in fact could not be prepared in the absence of site details.
