Violating norms, over 170 teachers manage inter-district transfers

JAMMU, Aug 8: Over 170 teachers in the School Education Department have got inter-district transfers, maximum of which in District Jammu alone, in total violation of the norms governing transfers.
An order issued by Administrative Secretary of Education department in year 2019, clarifying the ambiguities about inter-district transfers has so far not been implemented yet due to reasons best known to the authorities.
According to documents in possession of Early Times, a total of around 170 teachers have managed inter-district transfers and maximum of these transferred teachers have got their choicest postings in district Jammu. Out of these 169 transferred teachers, 12 have managed transfer on security grounds, while 120 on marriage grounds while 37 on medical grounds.
However, majority of these transfers have been affected in the last few years and those on marriage grounds had managed their transfers after the then government had introduced a policy for the married teachers to get transfers in the year 2015. “Though the recruitment of teachers is done on district basis and posts are district cadre and if the teachers are transferred, the posts of other districts have been filled”, an official said, adding that maximum of the teachers were transferred to Jammu district, where the teachers have the benefit of increased HRA as well as benefit of residing in capital city, with all facilities available.
Sources further said that when a lot of teachers filed their applications seeking transfers on various grounds, the then Secretary School Education Department had issued an order vide number Edu/Gen/81/2019 dated 28/02/2019 to Director School Education Jammu/Kashmir, clarifying on the issue of transfers and postings and had issued instructions, which were so far not implemented yet. “……If any teacher comes with an application on the grounds like security/medical, marriage etc and seeks transfer on the basis, then he can be given the benefit of the provisions within the district only. Similarly transfers on mutual basis be affected within respective cadres”, it reads and issued some instructions.
Though the order clearly mentioned that the transfer would be made within the district only but the order has so far not been implemented by the Director as over 170 teachers have managed inter-district transfers that too in capital city Jammu. “How is it possible that all the married teachers have their houses in Jammu district only or their partners posted in Jammu district only?”, an official said, adding that in Jammu district there were excess teachers and less posts but department has not been repatriating these inter-district teachers back to their native district, from where they had got the jobs.
The administrative department should take cognizance of the matter and resend all these teachers back to their native districts without any further delay, an official said, adding that these teachers didn’t desire to teach but only interested in fat salaries and other benefits in capital cities.
Additional Secretary School Education Naseer Wani said that he would look into the matter.
