Jammu, Sept 19: Principal of Government Medical College Jammu writing a letter to Lieutenant Governor Manoj Sinha and Financial Secretary Health and Medical Education Department, Atal Duloo, offering voluntary retirement from the services was nothing more than a “stunt aimed at diverting the attention from the real issues”, the GMC staffers have alleged.
An insider told Early Times that the GMC Principal “played a victim card” to divert attention from the real issues and escape from the “current mismanagement and lack of competence on his part” not only to run his parent department of general surgery but also the GMC Jammu.
It’s in place to mention here that the GMC Jammu at present stands cornered due to its alleged failure to provide proper care to COVID-19 patients in the region. “The GMC Principal himself made his own administrative incompetence public by declaring that it is getting hard for him to run department of General Surgery while remaining Principal GMC Jammu and demanded next senior faculty to be appointed as HOD surgery,” the insider said.
He said that the incumbent GMC Principal needs to be reminded that former GMC principals, including Prof Dr Rajinder Singh remained Head of Department CD and TB, Dr Sashi Gupta remained HoD Obst and Gyane, Dr Anees Chaudary remained HoD ENT, Dr Ghanshyam Dev was HoD Radio-diagnosis, Dr Zahid Gillani was HoD Pharmacology and Dr Sunanda
Raina also remained HoD Anatomy. These professors handled their departments and also the GMC Jammu. They never complained. Nor did they ever crib about too much pressure being put on them. “They were competent people and handled their assignments well,” the insider added.
“The incumbent GMC Principal has declared that few HoDs and faculty members are bypassing him and demeaning his chair, this itself speaks about his administrative incompetence and failure to run the prestigious institute while taking everyone along. He talks about his office being demeaned both by his juniors and administrative department. Someone needs to ask him why doesn’t he follow the same principle? When he writes against his seniors and makes the letter viral in media. Is he not demeaning the position of his seniors by doing so?” said a senior professor.
He said, “For hiding his own failures he is blaming senior doctors, HoDs, faculty members and his other subordinates. Isn’t it strange? ”
The senior professor said, “Everyone is aware of the fact that the government is providing all the possible support to GMC Jammu. The government provided more than 200 ventilators to the hospital soon after the COVID-19 pandemic broke out but to identify space, manpower, and adequate oxygen supply was the job of the GMC administration. It’s strange that the head of the institution is claiming that his orders are not being followed that’s why he is unable to manage the show. Everyone wants to ask one question can an apex institution like GMC afford such discrepancies during these tough times? The GMC Principal should remember that he is not running any private company and he cannot misuse his powers.”
Another insider said, “The GMC Principal needs to take decisions based on the capabilities of the employees working under him rather that his likes and dislikes.” He said, “Since the day pandemic has broken out many issues like discrepancies in COVID testing, poor sanitation, unhygienic food given to patients, non-availability of Ideal isolation facility, mixing of COVID and non-COVID patients in CCU. Non -availability of the adequate dedicated medical staff, consultants in direct management and junior doctors to manage the show, non-availability of beds for COVID patients supported with high oxygen supply, 156 ventilators awaiting proper identification of space with oxygen supply delivering 99% saturation, which current oxygen plant is not able to provide which has led to 156 ventilators remaining non-functional at GMC Jammu for last four months, non-availibility of PPE kits and N95 mask and sanitizers for the staff and other issues depict the mess within the institution.”
The insider said, “It’s unfortunate that no proper sanitization of the critical areas is being carried out. Patients are asked to get their tests done from outside laboratories and buy medicines from the open market. There is no continuous supply of life saving antiviral drugs like Remdesivir, no portable X-ray and USG facility in CCU and suspect, no CCTV surveillance and internet facility are available at isolation wards.”
He said, “The GMC Jammu has remained in the limelight for delay and non-proper disposal of the dead bodies. No coordination between HoDs and Principal Office and many decisions are taken by chair without consulting the concerned HODs and Medical Superintendents.”
“Injections like Tazobactam, Pipercilline, Meropenam and even Dexona are to be purchased by patients from open market. When oxygen saturation drops in isolation wards patients and attendants are forced to purchase oxygen concentrators from the market.”
The insider said, “For all this mismanagement Administrative Department cannot be held responsible but the current administration of GMC Jammu needs to answer these uncomfortable questions.”
He said, “Instead of playing the victim card the incumbent GMC Principal should have tendered his resignation on the moral grounds rather than offering to opt for Voluntary Retirement from Services. His letter to the Lieutenant Governor and Financial Secretary Health was nothing more than a publicity stunt.”
The insider claimed that there “GMC leadership needs to be changed to handle the present mess.”
Despite several attempts to contact Principal GMC , he didnot respond to calls..
