By amending the Civil Service Rules, the Jammu and Kashmir Government has taken a bold step. An employee, whose performance will be below par, can be retired after putting in 22-years of service or after attaining 48-years of age.
The government amending service rules seems to be a step towards getting rid of deadwood and the employees with a tainted track record. After this decision the government can put any employee on 3-month notice and terminate his/her services.
In the past when any employee was sacked by the government, he used to take legal recourse and somehow managed to get back his job. After the recent amendment employees have been left with no other option and if they are fired they will have nowhere to go.
This decision can go a long way in improving the work culture in the government offices as the employees won’t be complacent anymore. This will help in expediting the works of the people. The employees who used to think that their job is secure and no one can touch them will have to change their attitude now. This amendment is aimed at making the government employees accountable so that they can no more take the common man for granted.
The decisions which are being taken by the incumbent J&K administration were pending for longtime. Had the erstwhile political dispensations acted swiftly and acted against the government employees at an appropriate time the corruption in Jammu and Kashmir would not have been rampant. The officials of almost every department used to enjoy political patronage. They used to believe that even if they keep on doing wrong their political bosses will save them.
After J&K’s transition into a Union Territory things have changed for the good. The government employees apparently have started taking their jobs seriously, especially in Kashmir. Soon after the abrogation of Article 370 last year, separatists had called for an indefinite shutdown in Kashmir and had directed the government employees to stay away from work, but many employees defied their diktats and ensured that they reach the offices to save their jobs.
The recent amendment in the service rules is a clear hint that the ones who will perform will survive and the ones who won’t will perish. The rules of game have changed and the ones who will abide by the rules will stay and others will be automatically be ejected out of the system.
