Civil Society Group welcomes new land laws

JAMMU, Oct, 29: The Civil Society for Good Governance, newly formed online group of former bureaucrats, Police officers, Technocrats, Doctors, army veterans and businessmen today discussed on Webinar, the implications of recently announced land laws & J&K Domicile rules in Union Territory.
Headed by Er. J S Sudan, it has 25 members.
Considering the new land laws and scrapping of the earlier State Subject regime as a natural corollary of abrogation of Article 35A & Article 370, the senior citizens' group feels that discriminatory law was already scrapped and there should be no reason for any fear on allowing anybody to buy private land as is being done elsewhere in the country. The new law does not take away anybody's land forcefully and the property holders are free to take their own decisions. In such regime, there is no room for any concern. Moreover, there is adequate restriction on sale of agricultural land and grazing land.
They welcomed the legal provision for carving out "strategic area" and opined that it was the critical need in the sensitive border UT that has been grappling with Pak sponsored militancy for the last three decades. Similar provisions to focus industrial development would help in creating job opportunities.
It expressed confidence that the UT Govt would soon come with relevant Rules for implementation of these changes and three new laws extended to J&K including Real Estate Act, 2016 & Securitization & Reconstruction of Financial Assets and Enforcement of Security, 2002
However, the Group also sought greater attention of the Govt on provision of dwelling units for houseless families of J&K.
The Group expressed concern over inconvenience being caused to the people over issuance of Domicile certificates, mad rush for these would come down after clarification that these would not be needed for sale and purchase of property and land with introduction of new regime.
Those who expressed their views included former CVC, Kuldeep Khoda, Member of J&K Commission for Backward Classes, former IGP, Prem Gupta, Er J. S. Sudan, , Dr. Rajinder Singh, B B Magotra and K B Jandial.
